Statement from CM Jamal Osman on Tenant RIGHTS IN PUBLIC HOUSING

In Ward 6, housing isn't just a roof overhead – it's the foundation of stability, dignity, and opportunity. The article tells the stories of Minneapolis Public Housing Authority (MPHA) tenants facing flooding, mold, sewage backups, and pests. For years, MPHA avoided city licensing and inspections that private landlords must follow. A Minnesota Court of Appeals ruling just rejected that exemption – a step toward fairness – but MPHA plans to appeal.

“This story captures the kind of unfairness that boils the blood of our neighbors,” Jamal said. “Government shouldn't dodge the same rules it enforces on everyone else. Families in public housing deserve the same protections as any renter. No exceptions – even for the city.”

As Chair of the City Council's Business, Inspections, Housing & Zoning (BIZ) Committee, Jamal sees this work every day. The committee oversees inspections and rental licensing – the very tools that keep homes safe. For him, this isn't just commentary, it's leadership in action.

Jamal has delivered results for renters and families: passing a 30-day eviction notice to prevent sudden displacement, funding affordable housing like Wadaag Commons and Avivo Village, and creating a Renter Advisory Group to bring tenant voices directly into policymaking.

“If the city can't model top-tier landlord practices in its own public housing, how can we expect the private sector to do better?” Jamal asked. “Self-oversight isn't enough when residents face poverty or fear of retaliation. Ward 6 families deserve safe, dignified homes – and I'll keep fighting to make that real.”

As Jamal campaigns across Ward 6, he's calling on city leaders to act now: bring MPHA into full compliance on inspections and licensing, regardless of legal appeals. “We can't wait for courts to dictate fairness. Every resident deserves respect and safety – today.”
